A Williams County grand jury met Tuesday and returned indictments against 19 individuals, including Philip H. Taylor, who is accused of shooting four pet dogs.

Others indicted include:

• Ursula S. Johnson, 43, Pioneer, on one count each of OVI, a first-degree misdemeanor, and improperly handling firearms in a motor vehicle, a fifth-degree felony. Authorities allege that on May 11, she possessed a loaded .22-caliber handgun and operated a vehicle while her blood-alcohol content was .131.

• Austin D. York, 21, Bryan, on one count of trespass in a habitation, a fourth-degree felony. Authorities allege that on May 29, he trespassed at a South Walnut Street residence in Bryan.

• Andrew S. Kendall, 39, Bryan, on one count each of aggravated possession of drugs, a fifth-degree felony, and illegal conveyance of prohibited items onto the grounds of a detention facility, a third-degree felony. Authorities allege that on May 3, he possessed methamphetamine and conveyed it onto the grounds of the Corrections Center of Northwest Ohio.

• David R. Clemens, 53, Colgate, on one count each of escape, a third-degree felony, and assault, a fifth-degree felony. Authorities allege that on April 29, he broke or attempted to break detention at CCNO and also caused or attempted to cause harm to a CCNO corrections officer.

• Sindy L. Eschhofen-Weston, 26, Bryan, on one count of failure to appear, a fourth-degree felony. Authorities allege that on June 3, she failed to appear in Williams County Common Pleas Court in connection with a felony charge.

• Shawn K. Ferguson, 42, Alvordton, on one count of failure to appear, a fourth-degree felony. Authorities allege that on May 22, he failed to appear in Williams County Common Pleas Court in connection with a felony charge.

• Tara L. Richhart, 24, Antwerp, on one count of failure to appear, a fourth-degree felony. Authorities allege that on June 3, she failed to appear in Williams County Common Pleas Court in connection with a felony charge.

• Gavin T. Harrell, 18, Angola, Indiana, on one count of failure to appear, a fourth-degree felony. Authorities allege that on June 3, he failed to appear in Williams County Common Pleas Court in connection with a felony charge.

• Mark J.Q. Sanders, Edon, on one count of failure to appear, a fourth-degree felony. Authorities allege that on June 4, he failed to appear in Williams County Common Pleas Court in connection with a felony charge.

• Ryan W. Grime, 26, Bryan, on one count of aggravated possession of drugs, a fifth-degree felony. Authorities allege that on April 2, he possessed methamphetamine.

• Jacquelyn S. Leupp, aka Brown, 41, Pioneer, on two counts of illegal transportation of scrap tires without a registration certificate, both unclassified felonies, and one count each of forgery, a fifth-degree felony, and violation of director’s orders governing scrap tires, an unclassified felony. Authorities allege that on March 22, she transported more than 10 scrap tires (199 total) in a single load from a Pioneer business, without having a registration certificate from the Ohio director of environmental protection, and presented, used or displayed a State of Michigan DEQ scrap tire transportation record under false pretenses. It is further alleged that between May and August 2018, she failed to remove an accumulation of 1,900 scrap tires from an unlicensed scrap tire site and on July 10, 2018, illegally transported more than 10 scrap tires in a single load.

• Gabriel K. Gambler, 41, Bryan, on one count of aggravated possession of drugs, a fifth-degree felony. Authorities allege that on April 3, he possessed methamphetamine.

• Anthony J. Coppler, 37, Helena, Ohio, on one count each of illegal cultivation of marijuana, a second-degree felony, and endangering children, a third-degree felony. Authorities allege that on March 18, he cultivated 1,026.9 grams of marijuana in the vicinity of a school or juvenile.

• Shiana M. Grant, 29, Montpelier, on one count of aggravated possession of drugs, a third-degree felony. Authorities allege that on April 14, she possessed methamphetamine.

• Amanda M. Edwards, 33, West Unity, on one count of aggravated possession of drugs, a fifth-degree felony. Authorities allege that on April 2, she possessed methamphetamine.

• Ernesto Martinez III, 19, on two counts of gross sexual imposition, both third-degree felonies. Authorities allege that between Feb. 16 and 17, he had sexual contact with two girls, ages 6 and 7.

• Jason A. Zamora, 41, Payne, on one count of possession of cocaine, a fifth-degree felony. Authorities allege that he possessed the drug on Jan. 3.

• Rachel N. Tingle, 20, Montpelier, on two counts of aggravated possession of drugs, one third-degree and one fifth-degree felony, and one count of possession of cocaine, a fifth-degree felony. Authorities allege that on Feb. 1, she possessed methamphetamine, psilocyn and cocaine.
